Strategic Sourcing Manager – Capital Projects & Facilities
Role Summary
The Strategic Sourcing Manager – Capital Projects & Facilities is an individual‑contributor role responsible for executing sourcing activities, supporting category management, and managing supplier performance for capital‑project–related scopes. This includes construction, facilities upgrades, clean rooms, labs, MEP/utilities, and tool‑install–enabling work.
The role ensures disciplined sourcing execution, commercial rigor, and alignment with project schedules across multiple sites. As a B4 IC role positioned in the lower third of the band, it provides clear development runway into broader category ownership and advanced strategic responsibility.
General Duties
- Execute sourcing and commercial activities for Capital Projects and Facilities categories in alignment with Applied Materials’ procurement processes.
- Develop RFx packages, run competitive events, manage supplier communications, and perform bid leveling.
- Support capital‑project teams with cost analysis, sourcing schedules, supplier qualification, and contract documentation.
- Maintain contract files, pricing records, supplier documentation, and audit‑ready sourcing files.
- Track supplier performance metrics (cost, schedule adherence, quality, safety) and support corrective‑action plans.
- Prepare dashboards, spend analyses, and sourcing reports for category leaders and stakeholders.
- Ensure compliance with corporate procurement policy, internal controls, and commercial governance standards.
Category Strategy Support
- Contribute to multi‑year strategies across construction, MEP/utilities, clean room, lab, and other capital‑project‑related categories.
- Conduct supplier, market, and cost research to inform category strategies and sourcing levers.
- Track market intelligence, including labor availability, commodity pricing, contractor capacity, and regional constraints.
- Support segmentation and supplier‑positioning analyses.
Supplier Portfolio & Performance Management
- Support supplier qualification, capability assessments, and ongoing documentation.
- Maintain scorecards, monitor KPIs, track performance trends, and escalate concerns as needed.
- Assist with long‑term commercial frameworks, rate‑card structures, and service‑level models.
Sourcing & Contracting Execution
- Develop RFQs/RFPs, SOWs, commercial evaluation criteria, and bid packages.
- Lead bid events, analyze cost breakdowns, and prepare award recommendations with clear commercial rationale.
- Support contract creation and updates—including change orders, milestone structures, and commercial terms.
- Coordinate with Legal, Project Controls, and site teams to ensure contract alignment and risk mitigation.
Value Delivery & Financial Analysis
- Deliver savings, cost‑avoidance, and competitive results through negotiation and strategic sourcing.
- Maintain cost models, benchmarking data, and supplier‑productivity trackers.
- Analyze project budgets, cost drivers, and forecast impacts in partnership with Finance.
- Identify opportunities for value engineering (VE/VA) and commercial optimization.
Project & Operational Support
- Engage early with Capital Projects PMs to align sourcing plans with project schedules and design milestones.
- Support bid timelines, contracting sequences, and supplier readiness for key construction and tool‑install activities.
- Track project‑specific procurement risks and escalate with supporting analysis.
- Participate in design reviews, planning sessions, and cross‑functional coordination meetings.
Governance, Compliance & Standardization
- Enforce consistent sourcing, contracting, and documentation standards across sites and project teams.
- Maintain templates, approval checklists, supplier documentation, and sourcing records.
- Support harmonization of capital‑project sourcing processes under a unified “One Applied” operating model.
Cross‑Functional Collaboration
- Partner closely with Capital Projects, Facilities, Engineering, Corporate Real Estate, Factory Operations, EH&S, and Finance.
- Provide sourcing guidance to project managers, engineers, and site leaders.
- Represent sourcing in cross‑functional reviews, kickoff meetings, and project alignment discussions.
Required Qualifications
- 7+ years of sourcing or procurement experience, ideally within capital projects, construction, facilities, engineering services, or related technical categories.
- Strong proficiency in RFx execution, bid analysis, commercial negotiation, and contract administration.
- Experience supporting category strategies or supplier segmentation.
- Solid understanding of cost drivers in construction and technical services.
- Ability to manage multiple sourcing events across overlapping schedules and sites.
- Strong communication, analytical, and stakeholder‑management skills.
